How to unlock Scout
You need Barracks level 2 in the training city. Complete the following research as well:

Training cost & upkeep
The resource cost below trains one Scout. Base training time is 1m 40s, before building, research, and governor effects. Food upkeep is 5 per hour per unit at home. Marching troops consume twice their normal food upkeep.

Using Scouts in your army
Scouts have the fastest base speed in the roster. Send them on reconnaissance to understand an enemy before committing your main army. Informatics improves report precision; level 10 provides exact information.
Do not treat Scout speed as an offensive power rating. Their attack and health are low. Use their reports to choose a target and size a separate combat force.
Before you march
- Scout the target and review the available report.
- Check your hero, troop mix, and current research.
- Keep enough food for the march and enough carrying capacity for the return.
- Review scouting and combat planning before choosing a force.
